Generate a job workflow YAML file.

## Signature

```python theme={"theme":{"light":"vitesse-light","dark":"vitesse-dark"}}
def generate(include_judge: bool, include_approve: bool) -> str
```

## Parameters

**include\_judge** `bool` (default: True)

Include a judge step for quality gating

**include\_approve** `bool` (default: False)

Include an approve step for human approval

### Returns

**Returns** `str`

Path to the generated workflow file
