AI Agent

A single append-only journal event.

`(run_id, seq, kind)` is the natural key: a step number `seq` produces
at most one event of each `kind` (e.g. a tool step has one
`tool_call` and one `tool_result`). `payload` is any JSON-serialisable
dict — the decision text, `{name, args, idempotency_key}`, the tool
result, the approval decision, or `{index}`.
