Configuration for HTTP long-polling fallback.

Attributes:
enabled: Toggle polling fallback
long\_poll\_timeout: Long-poll hang duration (seconds)
max\_batch\_size: Max messages per poll response
max\_queue\_size: Per-client in-memory queue bound. When >0 the queue
overflows once full, routing further events to the durable store
(at-least-once). 0 keeps the queue unbounded (no overflow).
