AI Agent

Protocol a gateway implements to apply hot-reloadable config in place.

The gateway calls :meth:`apply_hot_reload` with the subset of changed paths
classified as hot-appliable (see :data:`HOT_APPLIABLE_KEYS`) and the newly
loaded config, mutating the relevant live subsystems without a restart.
