Method

Record a restart at wall-clock `now` and flush to the store.

Unlike the base class this expects a *wall-clock* timestamp
(`time.time()`), because a monotonic clock resets across process
boots and would make persisted events meaningless.

## Signature

def record(now: float) -> bool
```
