AI Agent

Input for ON\_INIT / ON\_SHUTDOWN hooks (plugin lifecycle).

Emitted by :meth:`PluginManager.register` (ON\_INIT, right after the
plugin runs its own `on_init`) and :meth:`PluginManager.unregister`
(ON\_SHUTDOWN, right after its `on_shutdown`). Lets an observability
plugin see the plugin set change at runtime instead of polling
`list_plugins()`.
